Candidate Requirements:
Master’s degree in relevant field
Minimum 10 years of project procurement experience
Deep understanding of procurement policies
Minimum 3 years exposure to MDB procurement practices
Languages: English mandatory, Arabic and French preferred
Advanced Islamic Finance knowledge
Ability to work with diverse stakeholders
Advanced communication and negotiation skills
Experience in project risk assessment

JOB PURPOSE
To provide global leadership in project procurement by developing and strengthening procurement policies, guidelines, procedures, tools, and strategies that ensure fiduciary integrity, compliance, economy, efficiency, transparency, and value for money in Bank-financed operations. The role provides expert advice and procurement opinions; supports the design and implementation of procurement strategies; strengthens country and e-procurement systems; leads capacity development initiatives; monitors portfolio procurement performance across Regional Hubs; addresses complex procurement challenges and risks; promotes innovation and knowledge sharing; and fosters collaboration with development partners and multilateral development banks to advance international best practices and support the timely and effective delivery of development projects in Member Countries.
